The offshore dead zone rule and why it is consistent

Mobile towers in Indonesia are placed on land. They cover the coastal population of each island and push signal a few kilometres into the surrounding water before the signal degrades below usable strength. On short crossings between closely adjacent islands, this means brief dead zones of 15 to 30 minutes. On longer crossings between more distant islands, the dead zone can last several hours. The rule is consistent regardless of operator: Telkomsel, Indosat IOH, and XLSmart all lose signal offshore at roughly the same distance from shore. The question is not which operator to use on inter-island crossings but how long the crossing is and what to do in the dead zone window.

For island-hopping route planning, this translates into a simple preparation habit: before boarding any inter-island boat, download offline maps of the destination island, screenshot all accommodation confirmations for the destination, download any entertainment needed for the crossing duration, and send any time-sensitive messages to contacts. None of these tasks are possible mid-crossing. All of them take two to five minutes at the departure pier where signal is typically strong.

Bali to Lombok: the most common first hop

The Bali to Lombok crossing is the most popular inter-island route in Indonesian tourism and one of the most varied in crossing options. The fast boat from Padang Bai or Sanur in Bali to the Gili islands takes approximately two hours and passes through a zone with roughly 60 to 90 minutes of open-water dead time. The public ferry from Padang Bai to Lembar in Lombok takes four to five hours with most of that time offshore and offline. Lombok's main Praya airport has direct flights from Bali taking 25 minutes, which is the fastest crossing and involves no offshore dead zone beyond the brief approach and departure windows.

Lombok itself has Telkomsel 4G in Mataram, Senggigi, and the main tourist areas of the Gili islands. Gili Trawangan and Gili Air have reasonable 4G coverage. Gili Meno, the quietest Gili island, has weaker signal. The Rinjani volcano region in northern Lombok has coverage at the base town of Senaru and along the main approach road, dropping off on the trekking trails as elevation increases. Lombok to Flores: the longer hop

Moving from Lombok to Flores to reach Labuan Bajo and Komodo National Park is a significant logistical step in any island-hopping itinerary. The options are a slow boat journey of one to two days that passes through Sumbawa and several intermediate stops, or a direct flight from Lombok's Praya airport or from Bali to Labuan Bajo's Komodo Airport. The slow boat option is a full offline experience: the journey is characterised by intermittent signal at port stops and none on the open water sections between them. The flight is the practical choice for most travellers and involves standard airport connectivity at each end with no meaningful offshore dead zone.

Labuan Bajo town in west Flores has Telkomsel 4G that covers the main tourist strip, the port area, and the surrounding hills. The connectivity here is the preparation point for the Komodo National Park visit. Download offline maps of Komodo and Rinca islands, screenshot dive and tour operator bookings, and confirm all arrangements before boarding the day or liveaboard boat to the park. Signal is good at the pier and disappears within minutes of departure. There is no connectivity within the national park at any site, on any boat, at any viewpoint.

The Gili islands and Nusa Penida: day trip dead zones

Two of Indonesia's most popular day trip destinations from Bali, Nusa Penida and the Gili islands, follow the offshore dead zone pattern with specific characteristics worth knowing. The fast boat to Nusa Penida from Sanur takes 45 minutes. Signal is good at Sanur pier, drops offshore, and returns on approach to Nusa Penida's main pier at Toyapakeh or Crystal Bay. Nusa Penida itself has Telkomsel 4G in the main town and at the major tourist sites including Kelingking Beach, Angel's Billabong, and Broken Beach. The island's interior roads between these sites have intermittent signal on the clifftop sections and better coverage in the valleys. Download offline maps of Nusa Penida before leaving Sanur. The island's road layout is complex enough that offline navigation is genuinely useful.

The Gili islands from Bali via fast boat have a longer crossing of approximately two hours with up to 90 minutes offline. On the islands themselves, Gili Trawangan has the strongest 4G of the three, Gili Air is comparable, and Gili Meno is the weakest. All three islands are small enough that navigation is not a significant data need once you arrive. The main data use on the Gili islands is social media, messaging, and entertainment in the evenings at accommodation.

Sulawesi, Kalimantan, and eastern Indonesia

Island hopping beyond the Bali-Lombok-Flores corridor introduces more remote destinations with fundamentally different connectivity profiles. Sulawesi's main tourist routes, including Makassar, the Tana Toraja highlands, and the Togean islands, follow a pattern of good Telkomsel coverage in cities and coastal towns, weaker and more variable coverage in the highlands, and minimal to no coverage on the inter-island boat routes to destinations like the Togeans. The Togean islands themselves have very limited Telkomsel signal at the main town of Bomba and nothing at the remote beach camps and dive resorts that make up the archipelago's tourism offer.

Kalimantan's river system tourism, primarily the klotok boat journeys through Tanjung Puting National Park to see orangutans, involves progressively weaker signal as the boats move up the rivers away from coastal towns. The park headquarters at Camp Leakey has intermittent signal. The camps deeper in the park are offline. Data planning for a multi-island itinerary

A 30-day island-hopping itinerary covering Bali, Lombok, Flores, and Komodo needs approximately 15 to 20 GB of total data. The higher-than-expected allocation relative to trip length reflects the intensive preparation phases in departure cities before each crossing, where downloads and communication happen at a higher rate than a settled city stay. The Komodo boat days and the inter-island ferry crossings themselves consume almost no data, but the Labuan Bajo preparation day before entering the park and the arrival day in each new destination are data-intensive.

The most important data management step for any Indonesian island-hopping itinerary is downloading offline maps at each departure point rather than at the start of the trip. Maps for the full itinerary downloaded at the beginning of a 30-day trip require significant storage and may become outdated before use. Downloading each island's map the day before departure ensures current data and manageable storage. This five-minute checklist at every departure pier prevents every avoidable connectivity problem on the crossing and at the destination. The pier is always the last moment of reliable signal.
